The ENSMOV Plus project aims at directly supporting public authorities and key stakeholders in eleven Member States so as to implement the Article 7 recast EED requirements effectively. More specifically, the ENSMOV Plus project assists the targeted stakeholders to monitor, improve and evaluate the design and implementation of their energy efficiency policies by developing resources on practical issues they face. The current implementation of Article 7 EED has shown that the public authorities have limited time and resources to share experiences, which is required by the involved bodies.

 

The ENSMOV Plus project has designed an experience sharing programme with a structured set of thematic workshops to address challenges and identify solutions for technical aspects, which are related to the energy efficiency obligations (EEOs) and alternative measures, the monitoring and verification schemes, and the proper evaluations of the implemented policies in conjunction with Article 7 EED requirements. These exchanges are underpinned by the provision of technical support to ensure that the actual improvement of policy implementation and monitoring will be occurred.

 

An important tool for active engagement of public authorities is the upgrade of the Article7EED platform (developed under IEE ENSPOL and currently ENSMOV projects). The experience sharing programme intends to cover several crucial monitoring and verification and policy implementation topics and is expected to result in improved capacity of 150 unique participants (at least 45 public officers) facilitating the smoother transition in the new Article 7 EED era under the Fit-for-55 package.
