Activity 2: Energy Efficiency in Residential and Public Buildings
Activity 2 has three main tasks:
Legal and regulatory frameworks - Capacity-building activities are being implemented with key government and non-government institutions to examine the gaps and where necessary prepare legal and regu la tory frameworks, design national /regional – local programs for building energy efficiency, and to prepare sound technical and financial projects for financing.
Development of strategies - Regional expert groups are developing strategies, programs and procurement approaches, economic and financial issues, and public information tools. Periodic workshops will provide an opportunity to exchange experience and learn from practitioners about means to implement projects.
Demonstration projects and specific activities - In selected countries, the CRES/IRG team are working with existing associations and institutes with interest and technical competence in this area. Pilot or demonstration projects are being developed to promote a particu la r approach. Emphasis is being given (and accordingly, capacity building will be provided) to encourage sustainable approaches including financing from IFIs and/or commercial lenders.

- Retrofitting of a Kindergarten in Kiev , Ukraine
- Support in the preparation of National Energy Efficiency Action Plans (NEEAPs)
- Development of Operational Manual for Energy Efficiency Fund
- Development of a Green Business Directory
- Development of Templates for Municipal Energy Plan, Energy Audit and Certification of Auditors
