Activity 4: Capacity Building and Institutional Network Development
Activity 4 has four main tasks:
Assessment of the current state - to assess the current state of the existing energy agencies/ centers in order to detect their strengths and weaknesses, as well as potential opportunities and threats that are arising from their current function. The expected output of this task will provide input for the tasks mentioned below.
Institutional Networking (formal or informal) - This task contains activities aimed at developing a network between the existing energy agencies / centers of the EC countries and to encourage cooperation between the above-mentioned agencies/ centers.
Institutional strengthening and capacity building - Under this task activities re la ted to the sharing of the best practices in the energy sector and actions that enhance the overall administrative, operational and expert institutional capacity will be implemented. These will enable the national energy agencies/ centers to provide expert advise addressing the energy challenges in an economically, socially and environmentally sustainable way.
Establishment of new energy agencies / centers - the establishment of new energy centers in the countries of the Energy Community that do not have a simi la r organization by identifying the appropriate legal status of such an agency / center, and proposing the organizational structure, tasks and responsibilities of the different departments, and key job descriptions.

- Development of new Business plan for Serbian Energy Efficiency Agency
- Dissemination of brochures on Guaranteed Solar Results in Serbia and Croatia
- Development of Public Awareness Campaign for Energy Efficiency applications in Low Income Residences in Bosnia and Herzegovina
